Marca reports Valdes - who was released by Barcelona at the end of last season - has been training with United for the past two months in a bid to regain full match fitness and earn a contract with the club.
Van Gaal is now keen to complete a deal for Valdes, who is nearing full strength following eight months out with a cruciate knee ligament injury.
Valdes, on signing for United, will also receive a compensation package from French side Monaco.
Valdes has already held talks with Monaco chiefs over the situation and, according to the report, they have agreed to stump up the difference between the contract he signed with them and the one he will pen at United.
