The BVB captain has been linked with United and Arsenal leading up to next month's transfer window.
However, the Mail on Sunday says United believe they will be able to outbid Arsenal in the pursuit of Hummels.
The defender could quit BVB in January with the club struggling at the wrong end of the Bundesliga table.
