Confluence Queens couldn't cause an upset against Rivers Angels having led the champions for a larger part of the game. They lost 4-2 on penalties on Thursday.
The match ended 1-1 after regulation time.
The Kogi girls took the lead in the 3rd minute of action through Ginika, while the mercurial Evelyn Nwabuoku even the scores with 11 minutes left.
However, the heroine of the match was Charity John who made two saves during the shootouts.
The agile goalie expressed joy at her team's march to the semi finals.

In another quarterfinal Fed cup tie, Pelican Stars shocked Delta Queens 3-1 at the Area C in Abuja.
Pelican seized the initiative and had the lead they deserved after 13 minutes, when Chiwendu Ihezuo turned a shot to the far corner of the post.
And after 33 minutes the Delta Queens fans were in dreamland when Ngozi Okobi, set up Ugwuadu Faustina, who made it 1-1 with a sumptuous strike, sidefooting the ball low inside Alaba's right-hand post.
Uche Kalu and Sunday netted one goal each in the last ten minutes to hand victory to the Calabar girls.
Coach Egan said: "You have to be at your very best to beat Delta Queens and we were today (Thursday). Not only did we play well, we had incredible concentration levels. We defended well and we were sharp getting to the second balls, we coped with the threat from Delta Queens, and to score three goals at the Area C in the manner that we did made is a complete performance.
At the Dan Anyiam Stadium, Bayelsa Queens score three unreplied goals against debutants, Martins White Dove.
Nasarawa Amazons won 2-0 against jet-lagged Taraba Queens in Katsina Ala.
